We use 5.4 on all targets by default, and 4.19 has never been released
in a stable version. There is no reason to keep it.

There were 3 new symbols possible to choose: ARCH_BCM_HR2, PCI_V3_SEMI
and PHY_BCM_SR_PCIE.
