armvirt was migrated to 6.1 as part of the EFI implementation.
As we are renaming the target, there is no need to take the old
kernel configs with us.
See abcb30d ("armvirt: switch to kernel 6.1") for the previous
change.

All targets expect the malta target already activate the CONFIG_GPIOLIB
option. Move it to generic kernel configuration and also activate it for
malta.

These new symbols are common for all subtargets and
can be moved into target config.

$ make kernel_oldconfig CONFIG_TARGET=subtarget
$ make kernel_oldconfig CONFIG_TARGET=subtarget_platform
