This replaces the use of uci_validate_section() with
uci_load_validate(), which removes the need to declare local variables
for every config option.

Currently the Makefile creates a v---.tar.gz file, which can conflict with other packages. Change to a standard format.

add PKG_MIRROR_HASH when PKG_SOURCE_PROTO:=git
(PKG_SOURCE_PROTO:=svn tarballs are not reproducible for now)
