nDPid: Fixed base64encode bug which lead to invalid base64 strings.
* py-semantic-validation: Decode base64 raw packet data as well
* nDPIsrvd.py: Added PACKETS_PLEN_MAX
* nDPIsrvd.py: Improved JSON parse error/exception handling
