Hotplug manager send: "remove" -> "add" -> "bind" events,
script interpret bind as "not add" = "remove" and mark device
as unavailable.

Adds ncm proto to the list of checked protocols, sets interfaces
unavailable on device removal and removes the unnecessary ifup
command.
