Rearranged Makefile for consistency between packages.
Added PKG_BUILD_PARALLEL for faster compilation.
Removed ca-certificates dependency. ca-bundle is enough.

Old API compatibility was kept with a compatiblity shim.
Detect wget --timestamping support to make it compatible with
uclient-fetch implementation of wget.
